In response to a plaintive request from the secretary to Mirza Mahmud in Qadian, Maulvi Zulfiqar Ali Khan, about the problems being faced in Iraq, the British response was terse but fair:

In the present state of the political and religions atmosphere of 'Iraq His Excellency the High Commissioner regrets that he is not prepared to press the Government of 'Iraq to grant official recognition to the Ahmadiyah Society or permission for them to carry on their propaganda. At the same time there is no objection to their quietly conducting worship in their own fashion.
